Governing GenAI for Competency-Based Higher Education
Background & Rationale
As higher education across Africa accelerates its transition toward Competency-Based Education (CBE) and outcome-driven frameworks, Generative AI (GenAI) presents both unprecedented opportunities and unique assessment challenges.
CBE requires students to demonstrate measurable, real-world skills and mastery rather than relying on passive rote learning or traditional written exams. GenAI can act as a powerful accelerator for self-paced, personalized competency acquisition, but it also necessitates a fundamental overhaul of how educators define, teach, and authentically evaluate student competence.
The 2026 Summit will serve as a forum for evaluating the tangible impact of Generative AI in Higher Education, showcasing empirical case studies, hands-on pedagogical applications, real-world user experiences, and AI-driven administrative workflows.
Crucially, the event will culminate in a hands-on policy development workshop that outputs an actual, adoptable institutional AI policy directly addressing the four core pillars of university operations: Learning, Teaching, Research, and Administration, with a strong emphasis on preserving authentic competency standards.
Objectives
- To provide a platform for sharing of the impact of GenAI across Learning, Teaching, Research, and Administration through the presentation of case studies by partcipants, with a focus on Competency-Based Education (CBE).
- To develop a draft Institutional AI Policy on the use of GenAI in Learning, Teaching, Research, and Administration through a structured policy workshop.
